Supervision Given:    Shares in the supervision of medical technologists, laboratory technicians, laboratory aides, phlebotomists, and laboratory reception personnel as designated by the Director of Laboratory Services.

Job Summary: In coordination with the Laboratory Technical Manager, and as designated by the Director of Laboratory services, oversees and participates in the work of laboratory staff in all types of chemical, microscopic, and bacteriologic testing and phlebotomy/reception functions, in accordance with New York State Department of Health Regulations.  Functions as Quality and Compliance Systems Manager.  Assumes full operative responsibility of the laboratory in the absence of the Laboratory Technical Manager.

Duties & Responsibilities: Provides guidance and monitors all activities to ensure effective communication, staff training, staff licensure, continuing education, and staff competency.  Maintain continued compliance with all aspects of the laboratory’s Quality Management methods and policies as outlined in the Quality Management Manual and New York State Department of Health guidelines or other licensing organizations.  Responsible for laboratory environmental quality control, equipment inspections, IQCP, Point of Care testing in conjunction with the POC coordinator, and phlebotomy/reception in coordination with the Phlebotomy/Office Manager.  Responsible for staff and patient complaint resolution.  Quality and Compliance are evolving systems and require updates as problems develop and new policies are deemed essential in monitoring and maintaining both in all phases of the laboratory process.  Works in tandem with the Laboratory Technical Manager to support and maintain compliant and efficient laboratory operations.  Performs other related duties as required.

Relationship With Others:   Direct relationship with patients, staff, physicians, and administration.  Must maintain a courteous and effective working relationship with patients, staff, physicians and administration.

Education/Experience/Knowledge:   New York State licensed Medical technologist, BS degree in Medical Technology or other applicable life science; 6 years of experience in a clinical laboratory, alternative qualifications are available in New York State Health Department regulations.

Comprehensive knowledge of standard laboratory practices and techniques, instrumentation and terminology in each area of specialization. Some degree of administrative ability to directly assist the Director of Laboratory Services in the entire administrative routine connected with laboratory operation, supervisory ability, demonstrates good scientific judgment, conscientiousness, initiative, flexibility, and dependability. Holds a current NYS license.

Physical Requirements:  Requires sitting, standing bending and reaching.  May require lifting up to 20 pounds.  Requires manual dexterity sufficient to operate standard office equipment such as computer, fax, calculators and telephone.  Requires normal hearing and vision.
